2023 Church Council Leadership

         

Jim Ingraham, President

Jim is retired from the Virginia Department of Taxation where his primary 
responsibilities included managing compliance and enforcement of Virginia 
cigarette and tobacco tax laws as well as working on the legislative analysis 
team that reviewed the potential internal impact on the department of tax legislation.  
He began his current term on council in 2022 and was elected by council to serve as 
our 2023 president.  Jim has previously served as Congregation President from 2015-2017.

In addition to our council, Jim has also served CLC in the finance, faith formation, 
stewardship, and communication ministries, as well as being a member of the 2018 Call 
Committee that brought Pastor Ralph to our church. 

Jim is also currently serving on the Virginia Synod's Ministerial Candidacy 
Committee and the Adult Faith Formation Committee.

Patty Franz, Vice President

A life-long Lutheran, Patty has been a member of Christ Lutheran Church
since 1983. Patty is a graduate of the first Virginia Synod ACTS class, 
has served on the Virginia Synod Council and was a voting member at an 
ELCA churchwide assembly.  Beyond her many activities in and around 
Christ Lutheran, she also leads the Richmond Weavers Group that meets 
regularly at Christ Lutheran.

Carol Jones, Council Secretary

This is Carol’s third time serving on council.  In her previous 
terms she served as vice-president and this year will be serving as council secretary. 

In addition to serving on council, Carol has been part of the Evangelism Ministry, t
he Social Ministry (formerly Outreach) and the IT/Communication Ministry. In 2017 Carol, 
along with Betty Schnellenberger, started CLC’s English As A Second Language program 
for the members of Casa de Dios.  Carol has also taken two mission trips to Guatemala.

Glen Kellogg

Glen Kellogg and his better half, Diane, have been members of Christ Lutheran 
since about 1995, They have twin sons Sean and Erik, who were both known for 
silliness as youngsters but later for playing trumpet with the brass ensemble.  
Glen is a native of Syracuse, NY but moved to Albuquerque, NM as a young teen, and 
went to college in the Southwest.  He teaches and performs research in drug discovery 
at the Virginia Commonwealth University School of Pharmacy.  He is an expert on useless 
trivia, mainly about music and movies of the seventies and eighties.  He has travelled to every 
state except Oregon and North Dakota. Glen and Diane live in Western Hanover County.

Chad Foltz

Chad began his current term on Church Council in 2023. 
He previously served as a youth representative to the Council. 
Chad is a “Child of Christ Lutheran” having been both baptized and confirmed here.  
He has been a member of CLC since 1998.

 

Paul Quel, Treasurer

Paul joined Christ Lutheran Church in the spring of 1981, making him one of our most 
long-serving and respected members.  He became treasurer in 1982 and has served 
our church in that role ever since. He has also been a primary member of our property 
committee since 1997. 

Paul is active in the LAMBs Basket food pantry ministry and he also leads and coordinates 
two of our most important outreach ministries, the annual Thanksgiving Baskets and the Angel Tree gifts. 

Judy Garnett

Judy Garnett has been an active member of Christ Lutheran since 1963. This is her
third time serving on our congregation council. Over the years Judy has served on
several committees including stewardship, nursery, memorial funds and the 50 th
anniversary committee. She has also served as council liaison with our
administrative assistant. Judy is currently serving us on two important
committees, as the chair of our altar guild and a member of our worship planning
committee.

Jim Schnellenberger

Jim had a lengthy naval career managing overhaul and construction of Navy
ships and testing of nuclear propulsion plants.  After his naval service, Jim worked 
in the defense industry managing an electronics design and production division prior to his retirement in 2013. 

Jim has been an active and contributing member of CLC since 2005. In addition to designing
 the Christ/Cross logo used by CLC in the commons area, he previously served terms on council
 from 2014-2018, serving as Council President in 2018.  Besides council, Jim has served on several 
key ministries including Finance, Vision, Faith Formation, Evangelism, Synod Assembly representative
 and Altar Guild.  His major contributions have been as a key member of our Property team, planning 
and implementing several necessary repairs and improvements to our facility such as renovation of the 
library and conference room, foundation repair and HVAC repairs.  His most recent 
accomplishment was leading the effort to design and construct the 2022 Sanctuary Renovation Project. 

Jim and his wife Betty were married at Christ Lutheran in 2005.
